I know you must pay $99 each year to Apple to be an App Developer. But if you successfully upload a few dozen apps, and they are sitting in the iTunes Store for sale, do you have to continue to pay $99 each year just for the privilege of selling, even if you have stopped developing new apps?

Backrs are buying wholesale licenses of the app from the developer. The developer gets upfront cash. The backr makes money when the licensed copy sells in the retail app store. When all licenses have sold, the developer goes back to the normal distribution from the store.
