This song can be easily substituted for the original. It is copyright infringement.

The Copyright Act sets out a four factor test (although other factors can be considered). The factors include the purpose and character of the use, the nature of the original work, the amount taken from the existing work and the importance of what is taken and the effect of the use on the potential market for or value of the copyrighted work.

The reason that the original rap sounds "better" is because the artist added actual music to it. This was music created by an actual artist. That makes these artists "producers" like a 70's disco act, rather than "Creators" who opperate from inspiration (not theivery).
