@MsAnya26 It doesn't explain it in the movie but the elvish horses listen to the commands of elves in their language. So when she was speaking to it in the beginning it was listening to her and she was probably saying "Faster, faster" and it would obey her :)

@MopacMurtaza In the book it was Elrond who controlled the river (and in fact he can command all the natural forces within the boundaries of Rivendell, due to his ring of power: Vilya, the Ring of Air). The water horses were supposed to also have riders on them, which was a little bit of magic done by Gandalf, Elrond only summoned the flood. But I have to say the change in the film was very well done. It showed that the Elves were magical with one scene.
