UPDATE: There is a bug where you cannot mine certain sides of blocks on x=999 or z=999. I followed this line to the intersection and placed a marker.
Before taking this video I was crouching and placing a bridge for my railway when all of a sudden I was not able to place blocks in midair. Then I was and continued. When I came back to the spot I noticed that some invisible block or something caused me to hit the wrong block. It's weird because I can place the block from a placed pillar (the one in the video) just fine. It's always off by one in just that one spot.
Just dig the dirt you sook!

can anyone help me i have blocks in mine craft only ones that are solid like normal sand and fences that are black in the corner with the numbers and it is weird i have no texture packs and need attempted to use one so it is not cuz of one what is the problem

Happened to me too. Same coordinates. Still no idea what happened, maybe some sort of world corruption or bug.
