It's called a 'Barnes Dance' after Denver traffic engineer Henry Barnes. After 60 years operation in Denver, they were removed last week.

No. Since, everyone is crossing when the light allows them to and they are doing it at designated crosswalks it would be legal in the US as well and just be called crossing the road. However, expect to get hit if you think you can cross diagonally across the road whenever you are prompted to walk!!!

Maybe sometimes in somewhere downtown like New York, but normally all of traffic does not stop at once for people to cross.
