The shakey head is supposed to be screwed into the head then Texas rigged. Not with the hook exposed

@TheSnook They are used to hold larger worms MOST of the time, they secure the front of the worm strongly, to allow good action for the back of the worm, but 5" and under I would recommend jigheads like The Mangler Jigheads man, thanks for the comment man!
