Youre using this fluorescent lamp for 10W to run at full light. But as it can be seen in your osc.signal and from the brightness of your lamp, your running with about 10% of its total power. Judging from the size of your capacitors, i would say that 1 of your capacitors can store around 4J of energy. So it would be no surprise if 1 cap can run the light for 4 seconds. Taking 8 in parallel increases it to 32 seconds. Your light never ran for more than this period, so no energy is generated.
