Yep, you can tweak the existing shaders or create your own. They are written in HLSL and then integrated into WPF. Search for "shazzam tool wpf" and you'll find a video on Shazzam which is a useful tool for creating WPF Shaders.

I was going to say how lame.. but some are pretty cool.
Do the shaders use bezier curves or some kind of function to tween the transitions? some of them looked like they needed tweaking, is that possible?
I really hate flash.. with a passion, it's almost irrational. Something tells me sooner or later there's going to be a browser that integrates these capabilities into its core. Then after web standards are going to have to formalize the format. I don't really care if its flash but
