It is a game called Garry's Mod or GMod for short.
GMod is actually a modified version of HalfLife2 that turns the game into a physics sandbox.
The old ones are free, but the newest version is being sold on Steam for about $10
It's pretty fun for playing around in. I like making videos like this in it, but it's got a good enough physics engine that you can do stuff like put thrusters on a car so it can fly, put guns on a hovering washing machine that seeks out and attacks players, etc... :D
