It's no shocker. MVC 2 as well as 3 never got balanced right. It's a shame that they're so popular. I don't blame Capcom though, it's impossible to balance a game like that. I dare say it's impossible to properly balance any tag fighter. Singles matches though, a good fighting game will only have imaginary tiers.
