@AndHiAgain I highly doubt the mod would be much like Fallout. It would share similar features, the same way Minecraft shares similar features with games before it. I don't know if I've already said it, but Rage is also an open world wasteland with raiders(lacking the radiation). My idea originated from me playing Rage, while the radiation feature is from my experience playing Fallout. So for me personally, it would feel more like Rage.

i actually created a minecraft fallout pack, it had this mod, the last days texture pack and sound pack, and malliniare, it was truly great, but this was back in 1.5_01 :(

Now it needs to add custom creatures, maybe a radiation feature(longer you stay above ground you will gain radiation and start losing health), and npc raiders.
