What mod lets you change what spawns in a spawn block thing, syndicate changed his before and he said it was a mod

I have two questions. While standing in front of the drop zone does the spawn have to be active? Because i am 17 blocks away from the spawner as directed and it is not active which means i cannot stand afk to collect items. Second question- How do you stand in front of the drop zone without getting shot by the skeletons?

In the new update vines function like ladders but didn't get fixed so they have no hitbox! So use vines (or signs for boring people)
