In the mid to late 80s, TWC would air a decorative background. Each cable company's WeatherSTAR III would simply output text over the background. Occasionally that nationally broadcast background would fail... in which case the WSIII's normal purple background kicks in during the middle of a Local Forecast Broadcast. February 1987.
