On December 29, 2010, Herman Cain flatly denied the need for a Federal Reserve audit.

Herman Cain served as the Deputy Chairman (1992-1994) and Chairman (1995-1996) of the Board of Directors of the Federal Reserve Bank of Kansas City.

Think he was meaning most wouldn't understand how the FED worked, after all the graduation rated in the US is only about 75%. Not saying people don't have the ability to understand, just don't currently understand. While most will complain, a good part would make no effort to understand. In the other video that sent me to here, It make it out to sound like Mr. Cain actually said the word, "ignorant". Someone could infer that, but it was said in the clip that was played.
