All he did was form kongs of the winds. That didn't enable him to win, just made the score higher. (In japanese rules, that would actually have lowered the score.)

@pinyawn yes ofcourse,, but he was happy to hold onto the tile and end the game in a draw, then why give him all the rest of the tiles when he couldve kept them and through random tiles out... doing what he done left a huge risk of him winning.. with the tiles andy had he could only win, if the guy with the hat gave him the tiles and was hard for him to change tiles and win by something else.. so bit stupid that he gave him every tile when he was willing to draw..
