He's referring to the TAPI (Turkmenistan-Afghanistan-Pakistan-India) pipeline, intended to get oil and natural gas from Central Asia to the Indian Ocean and American supertankers without passing through the hands of Russian-influenced middlemen in Eastern Europe. This was a major foreign policy goal of the Bush administration (one that was neer fully realised though)
