When your country is locked in an arms race with the Soviet Union, and the Soviet Union has reached every other space milestone ahead of you, the government is much more willing to throw large sums of money at lunar missions.

There's nothing stopping us from going back to the moon, technologically speaking. The problem is getting the money to do it.
