The power to shut down the entire internet is actually pretty harmless, because noone would dare to do that unless there was an actual 24-esque threat to the world. The ability to shut down individual websites is far more scary.

I don't understand, what is turning off the Internet going to do?? Even if there was a Virus loose, it would probably only affect the Windows systems. Many Internet servers are running UNIX. Cyberterrorist attack? Hope the Government is running OpenBSD. If their not, then STFU and expect to get hacked!

What's interesting is the fact that a lot of businesses use the internet constantly for (what else?) communication and transference of important files. My own company has to use the internet and email to transfer files (entire books in the form of PDF files) for publishing companies... if they shut off the internet, they'd be shutting down a lot of critical business tools... Wonder how they get around that...
