[Tutorial] How to Mod Recon Armor in Halo 3

*NOTE* To everyone who is messaging me that it didn't work, this tutorial does NOT 100% work if it says that you need to wait 24 hours, just wait and then mod the Achievements again, and dont send me msgs and cry that i told you to do it.
