Yes, that's Walt Disney doing the crying and sniffling effects into the mike as Mickey makes himself cry with his own melancholy music...it's also Walt voicing Mickey as he introduces his own encore. (And since Walt's the only credited voice talent on the short, he heckles Mickey as well from the audience.) Walt did NOT perform the music--that was Bert Lewis, who orchestrated a lot of Disney's early shorts through about 1935.
