The nine-tailed fox was a man eater with the voice of a human infant, which in some stories, disguised itself as a girl named Wakamo, or as Tamamo-no-Mae in another rendition. Don't assume that the first place you saw something MUST be where it originated. It's a mythological creature, so Naruto nor any other is ripping it off. It's a story with versions.
