@triplexxxsatyr True. I think the reason that Gibb's made Rule 12 was because he knew that relationships may not last and if they (Tiva) were to be in a relationship and then break-up it may mess with the dynamic of the team. Though McAbby seem to have weathered through the storm some how.

For the sake of argument, suppose Tiva stops being in love with each other? What do they have left? They still have to trust each other as they work together.
The dynamics of an MCRT are different than in any other ordinary office place. MCRTs put their lives in each other's hands; that's a bond closer than anyone can possibly understand, which is why Gibbs is vigilant about it. That's the hard part of Rule #12. Gibbs understood that after his affair with Shepard in Paris.

@triplexxxsatyr I get your point, but you can't really tell two people that they can't fall in love. I think what the rule means is that you are not allowed to date because it's not as committed as a serious relationship and not as solid, whereas being in love with someone and having a relationship is something more stable. I think that would be the loophole they would use if they ever got together. To show Gibbs that what they feel is true, not just sex or dating. He couldn't break that up. Je.
