As far as "cognitive development"...that's just a pure guessing game. Some adults have the cognitive ability of children. Most people who comment on Youtube videos fall under this classification, for example.

According to our media, society and our legal system when it comes to adults having sex with minors, if you are a female thats blonde hair, blue eyed 20 something years old and attractive, you can never do no wrong.

But if you are a 34 year old man and you even have goodlooks like Brad Pitt and having sex with minors, society and the media lable you as a sick monster, a pervert and a rapest.

When a 24 year old attractive female predator has sex with a minor, she never see's a day in jail, thats unless she keeps repeating it over and over again. She gets a moviedeal about her called (The All American Girl The Mary Kay Letourneau Story). If female predator has multiple group sex with minors, she gets the red carpet treatment and full media coverage in front of the spotlight.

But when a man molest kids, he goes straight to jail with no questions asked while he gets demonized.
