The state Department of Environmental Conservation failed to issue the Indian Point Nuclear Power Plant their water quality certificate in April of '10. The DEC says the water intake system Indian Point is using kills too many fish, larvae and organisms. If the plant doesn't get that certificate it will have to shut down operations.
It's not about cooling towers or wedge wire screens, it's about shutting the plant down, breathing a sigh of relief.
