He is a half cuban and half mexican. While that definately doesn't qualify for "black" it also doesn't really qualify for "white".

Anyway, I agree that it doesn't really matter, he just used the original lyrics and I never heard anybody complaining about Cypress Hill using "nigger" in their lyrics. It's kindof mandatory in this genre and not offensive at all if used by the right persons in the right context.
