No such thing.
The arcade version of this particular game just had an...interesting game tech. If someone is in juggle state, ANY DAMN MOVE can keep hitting said person until you let them fall on the ground.
Or stun them. Repeat until lulz and dead.

@brucenatelee The 1987 TMNT animated series and the Toei Spider-Man tokusatsu series weren't canon to the originals either, but the 1987 TMNT had a positive reception while Stan Lee liked Toei Spider-Man.
I've seen Ryu perform his Hadouken.

I'll have to try and make a video...but it never seems to happen when I'm -trying- to trigger it...just when I'm goofing around :/ No FAQ/etc I've seen has mentioned this trick/glitch/whatever that I've seen...and it's also not the 2P 'Swap Players' mode, since this is always single player, and when it switches me to Sagat, the CPU side has never been Ken. Bleh!

I still wish I could figure out how, during random playthroughs, I end up being able to switch from Ken to Sagat on the Vs. screen after a few matches. I just know that I end up idly tapping 1P + pressing random directions on the stick, and -very- rarely, it'll make the background of Ken's Versus picture change colors and back (the whole thing might change...it's always a surprise when it happens so I'm not totally paying attention). The next round then has me playing as Sagat instead of Ken.

SFTM:TG is without a doubt the best game in the Street Fighter series. Instead of just making you feel gay whenever you get hit by a psychic DP, in this game (and in this game alone) Ken has the decency to outright call you a "faggot" while he's hitting you.
