I've figured it out. Gears of War is after the events of Halo. The Locust are what's left of the Brutes who have decided to live underground so the Covenant don't find them and wipe them out. The Gears are a giant group of ODST's who have made this planet their home. The Lambent are an evolved form of the flood. JK.

@thebestanthe3rd ur forgetting 1 aspect its the covenant vs the locust horde not just the covenant vs the Rift worm. the rift worm is like their biggest tank and while every1 is fcused on the tank other things can be exploited such as hijacking n like u said the covenant has taken over other species, so if a vessel they hijack has prisoners it just adds to their number. technology isnt everything it has failed tons of time n has been used against its creators thousands of times

@Heartlessangel350 the covenant have alot stronger lasers and not just one but hundreds i dont think some worm is ganna stop them.point is they rule galaxy`s imagine how many species and planets theyd have to run over and they did it!

@thebestanthe3rd the locust hav the Rift worm, giant worm that eats dirt rock metal basicly anything in its way and its skin is as hard as rock, the hammer of dawn couldnt take that thing out not even scratch it and thats pure concentrated energy shot into 1 spot. i doubt anything the covenant has can even tickle the rift worm. plus the Locust are extremely good at hijacking so i doubt it would be a problem for them to take over a ship or 4 and use them against the Covenant

@thebestanthe3rd actually that dosen't matter, the reason being that locusts live MILES and miles under the earth. really all the covenant has is an upscale version of the hammer of dawn which didn't work against the locusts in the first place. Then when they march into the hallow the locusts swarm them, eat them, and steal their tech. thus locust wins.
