Outstanding Orator Achievement (Glitch) Fallout: New Vegas

This was done on Xbox 360. Im not sure if you can do this on PS3 but try it :P
Things You Need To Remember:
-Do NOT leave chat with her or you cant talk to her again, It will not allow you to get back into dialogue with her.
-You Have to be doing a mission that involves going into the Lucky 38. She Should come up to you upon leaving the Lucky 38
-Speech of 35 or more.

hey there , im done with the budding but cant find the girl outside , is there anywhere else she would be or spawn her by cheat , ?? the quest tells me shes standing exactly right there but i cant find here ...

Confirmed: This can be done with PS3 Version, After Patch. and Before. I test them both. Repeat this can be done Before and After Patch 1.01

You need Speech of 35 or Higher to Obtain this
