Bouncing does not necessarily increase starting speed. And I seriously doubt anyone is "twice as fast" as Mikio Yahara. Also, tournament karate for points is altogether different from "keep yourself alive" karate. Scoring a point is one thing, taking out multiple attackers with basically one technique per attacker (which Yahara has done as professional provider of security against Japan's Yakuza) is something else again. Strong technique needs a strong platform.

I agree that it is important to protect the competitors, and you are right, many in the older style kumite were injured more frequently. I guess you can't have everything and still have a safe contest.
However, it is changed to that, because of the adjustment to the olympic. Since JKA ippon rule caused lots of injuries due to the hard hitting rule and it is extremely hard to judge, the JKA rule donsn't do good as sport.
WKF rule is more safe and easier to judge, though it lacks real combat aspects.

Now I haven't been doing karate from the 60's. I wasn't even born then. I have done competition for more than 10 years however and have experimented with bouncing and without. For me there is deffinately an increase of starting speed. I also don't see it as waste of energy since karate matches don't take longer than a couple minutes. It is true that bouncing makes you weaker to a sweep, you are lighter on your feet, which is why you need to change your rhytm. Something many don't.
