The song is called "Poco A Poco" it is from the southern region of Peru, between Cuzco and Puno. A very well known Bolivian charango player recorded the song in Argentina back in the early 60's at which time he also registered the song in Buenos Aires. Several decades earlier though it had already been recorded in Peru though no author was determined at the time of those recordings, thus it currently belongs to the cultural ministry of Peru.
