In yu gi oh tag force 2 I accidentally used the effect on an enemy monster card. Instead of its attack getting reduced, its attack went up to 2000 >.>

i got a question i was duling my bro and he used that card. It was my turn and i got a monster stronger then him cyber dude DURING MY TURN i attacked his cybernetic and he used the effect. is he allowed to do that when its not his turn?

@tannnersasuke unless a card says it can be used during either turn, then it cant.
