No its free. If you want to shop it cost money. There is many free things if you look around. Its an adult game so they use the pay info to check that your an adult.

Look, second life is free, It only asks for your paypal account if your a teenager, I'm not sure why, but they make teenagers pay I guess, You have to be an adult to pay for free, Trust me, my sister has played, I play teen second life, but she payed for me.

I have the same thing and also now i cancel the registration twice because of the paypal and now it says Registration Unavailable how to fix this?
