@XItsRandom Click on the phone, then services, then adoption services... :)

@XItsRandom you go to inventory, click on the cell phone, click "call for services", then click on the adoption service, they will come in a few minutes and you get to pick whether it is a baby, toddler, or child and what gender. Unless you had a kid before and a social worker took it away from you. If you already have 8 people in your house hold, you cant get pregnant or adopt.
