I know how to purposely do this: In Coup D'eat, at the destination you want, activate Advanced Web Gloves. Jump up and hit Green Goblin once, but don't land on the glider or web swing. Then Goblin will be knocked off the gider and floating in the air, with the glider not moving or attacking. Then you may free roam in that level.

NOTE: This does not work in any of the other Goblin battles.
