you make a good pt. He is doing it for good. But what you don't seem to understand is that he is just helping ppl get the idea down. The mechanics are terrible. And the quartata? It's a counter attack, and you'll get a yellow for it depending on ref.
Sure there are ppl who can't afford lessons, but those ppl also probably can't afford fencing equipment
