Get all the intersections going either left/right or up/down first. Then let traffic flow one way for a few seconds, then quickly change all the intersection to the other direction (repeat this back and forth for the remainder of the level). If any cars are stuck in an intersection blocking traffic, open the intersection ahead of them for a split second to let them through. I'll try to submit a video hint later today.
