Julian Wilkes, a brilliant automotive engineer, builds the ultimate weapon for pursuit and capture of organized criminals, known as "The Outfit." Wilkes fears the council members may scrap the project due to one problem, finding a driver who can tame its awesome capabilities. Michael Payton, top wheelman for the Outfit, piles up his car while running from the cops after a satellite theft. Councilman Strand authorizes the memory loss of Payton, leaving his skills and reflexes intact. Michael Payton becomes Joseph Payne Astor, whose testing of the Defender proves successful.

I'm a gun-nut. I own guns, I like shooting guns, and being in criminal justice, I approve of guns used on bad guys. That said, I like this car. Guns are great as a last resort; they are there because the safety is paramount. This car basically eliminate the potential threat that makes guns necessary. The only thing is that it should have some way of incapacitating the criminals themselves in addition to the car. That way there is no risk of flight and they cannot take pedestrians hostage
