Not always...
I've heard some songs where she sounds almost like she's straining to sing certain notes... whether this is an issue with the VOCALOID2 synthesis engine or a producer just trying to add more human-like effects to the song, I can't tell.
and there are some songs where she does sound kinda flat =.=; I guess it all depends on the producer and how good he/she is with the software...

@BlackValleyRequiem According to several sources, the synthesis part was developed in partnership with Pompeu Fabra University in Spain and Yamaha Corporation of Japan, who provided financial assistance.
Of course, Crypton Future Media made it popular with the Character Vocal series of VOCALOID2 voices and introduced their live concerts to America with the Anime Expo concert.
Now, if only they'd get non-CV VOCALOID (and, hopefully, non-CFM too!) in the concerts...
