This raising of the ground and building on the raised bank, think about it. The homes are worth at least half a million on up. The cost of a proper preventative dike maybe 20%/40% of the dike. I raised mound to live on and the first and should be only choice to build a living space for people and animals, would cost the same. BUT, it would be higher than any flood may reach, and you could have an Elevator to get to your homes first level, if you need to. They have to be brain dead not to do this
Most of these people with plenty of ground, bound their house to overlook the river. Fine. But don't ask for help when the known flood risks catch them out.
A lot of places are big enough to have a raised mound for the house and garden, and it would negate any need to build any 'dykes' to stop flooding. If I was mayor it would be written into the law that where people choose to buy or build homes with likely flooding, the homes should be raised!
