Carol Browner, former Administrator of the Environmental Protection Agency, acknowledged the role of the Treasury Department in administering a cap-and-trade auction system for the exchange of greenhouse gas emission allowances.
"I believe that comprehensive cap and trade legislation is the best way to reduce greenhouse gas emissions. By bringing to bear market mechanisms, we can address the climate crisis in a cost effective and efficient manner," said Browner, who served as EPA Administrator from 1993 to 2001
