O projeto AÇÃO CULTURAL saíu do encontro dos artistas Luiz Roberto de Almeida conhecido como como "Bel" e Henrique Bertulani em uma ocupação que até hoje serve como moradia para a população de baixa renda. Henrique que ja havia pintado dezenas de murais nos EUA, e Bel que conhece todo o local sob uma visão crítica antropológica desde os meados da década de 90. Ambos tinham ateliês de pintura nesta ocupação que está localizada perto dos murais, mas viviam em outra residência exercendo seus respectivos empregos de professores. O desejo de tranformar a esquina que tanta miséria transmetia fora seu objetivo desde o final de 2006. Porém com somete a arte e o mínimo de apoio e dinheiro, interviram durante pouco menos de2 anos na esquina da rua do Riachuelo e Evaristo da Veiga no centro do Rio de Janeiro. Os quatros murais de baixo levaram práticamente 1 ano pra serem concluidos. Bel e Henrique iniciavam a pintura logo de manhã entre 6-7am e pintavam até o sol ficar quente demais, para retornar por mais algumas horas quando entardecia. Pintar por 3 a 6 vezes por semana, durante um ano realmente transformou uma cloaca no coração da Lapa em um lugar transitável. "Percebemos que algo estáva ocorrendo quando observamos os páis levando seus filhos para nos ver trabalhar em seu caminho diário para escola" observou Bel. Depois dos murais de baixo emassaram e pintaram os três primeiros painéis de cima. No entanto a falta de recurso e a necessidade de voltar a exercer suas profissões mais intensamente levou para que os murais do segundo andar do casarão levassem mais um ano inteiro à serem pintados. Projeto Ação Cultural partes 1 e 2 iniciaram nos carnavais de 2007 e 2009 respectivamente, onde o posterior só durou 6 meses para ser concluído. No entanto no intermédio das duas partes do projeto, o edifício que ja estava abandonado hé 8 anos servindo como um lixão e boca de thinner para os menores abandonados , a PREFEITURA do Rio de Janeiro interviu esvaziando o casarão de suas toneladas de entulho que por anos haviam se acumulado, e montaram escoramentos para segurar as fachadas. Apesar disso não deu-se continuidade à construção do Centro Histórico da Lapa. A população aguarada ansiosamente a construção deste Centro Cultural. The project AÇÃO CULTURAL came from the meeting of Luiz Roberto de Almeida known as Bel and Henrique Bertulani in a squatter house that to this day serves as homes for low income families. Henrique who had already painted dozens of murals in de U.S., and Bel who knew the area under a anthropologically critical eye since the eve of the 1990´s had both makeshift painting ateliers (studios), in that squatter, which is located near from where the murals are. They have independent residences where they lead a regular life being teachers. The desire of transforming that street corner that transmitted so much misery had been their objective since the end of 2006. However only having art and the absolute minimum local and financial support, we intervened on that corner of Riachuelo and Evaristo da Veiga located downtown Rio de Janeiro, for close to 2 years.
The four bottom murals took practically 1 year to complete. Bel and Henrique would start painting early between 6 and 7 am and continued painting until the sun got too hot, only to return for a couple more hours before it darkened. To paint 3- 6 times a week during a year sure transformed that feces ridden area in the heart of the Lapa district in a place that could be walked by without fear. "We noticed that something was changing when parents started taking their children by our mural in the morningon their way to school in ever larger numbers, as to watch us at work." says Bel
After the bottom murals, we plastered and prepared the top three window doors of the abandoned mansion. The necessity to return to their day jobs with greater intensity made it so that it would take another year for the top murals to be initiated. Projeto Ação Cultural parts 1 and 2 started in the Carnaval holiday of 2007 and 2009 respectively where the latter project only lasted 6 months to be concluded. Nevertheless in the interlude of the two projects CITYHALL intervened on the mansion (which had been neglected for 8 years). They trucked 2 TONS of garbage from the interior and buttressed the façade as to preserve it. However after this initiative nothing was continued regarding allegedly planned Lapa ´s Historical Registry. The population anxiously awaits the inauguration of this center.
