Ok here's what I saw...He's placing her weight on her right foot before bringing her forward into the break step. And that's done mostly in Mambo or Palladium on2 timing with the counts of 234 678 and hence the counts of quick quick slow. But they;re not dancing to NYon2 Eddie Torres style Salsa (which the counts are 123 567).

The timing is on two, so you just need to count their steps.The first step is the one, when the follower goes forward. ie...123, 567 or 12(quick, quick)3 (slow), 56 (quick, quick) 7(slow). The open break happens on 567, and the backspot turn happens on 123, stepping out on 5.
