It is good that you are present again.
Today I would like to inform you about a subject which most of us will not instinctively connect with Hannover: that is to say when it comes to flood protection. In regard to flood protection many of us initially think of coastal regions. However, maybe we also remember the events in Saxony and Poland this summer. Flood protection, this is also in the hinterland a highly relevant topic. In Hannover we experienced this at the beginning of the year 2003 when a flood demonstrated us the limitations of our existing protection. And since then we are working hard on improvements. It is particularly about a protection of those neighbourhoods which are located directly at the rivers Leine and Ihme. These are above all Ricklingen, the Calenberger Neustadt and other parts of the city.
One specific issue in this context is the flow of the river Ihme directly on the level of the housing complex "Ihme centre". There has in fact formed a kind of bottleneck by the relatively high building density, and this bottleneck leads to enormous quantities of water dam up in the case of a flood which endangers other parts of the city. Therefore, unfortunately, there is no way around widening the river basin at this point. I know that many of the critics argue that this involves the felling of trees. This is, I am afraid, unavoidable. But I assure you that the redesign of this area will meet high ecological standards afterwards. I also know that many of you are wondering why we have to realise flood protection measures in the city and if it were not better to implement appropriate measures in the upstream area of the river Leine. Nevertheless, all our efforts with respect to the Federal State of Lower Saxony as well as to the municipalities south of Hannover have not been successful. Thus, it is to us to put in great efforts and work out how we may optimise our flood protection. The mentioned methods, for which I ask for your understanding, contribute to this. We really don't do this for our enjoyment, we do it because we have the responsibility to protect the respective parts of the city from floods.

Guten Tag, meine Damen und Herren,
schön, dass Sie wieder dabei sind.
Heute möchte ich Sie über ein Thema unterrichten, bei dem die meisten von uns nicht instinktiv an Hannover denken werden: nämlich, wenn es um Hochwasserschutz geht. Da denken viele von uns zunächst einmal an Küstenregionen. Aber vielleicht erinnern wir uns auch an die Geschehnisse in diesem Sommer in Sachsen und in Polen. Hochwasserschutz, das ist auch im Binnenland ein hochrelevantes Thema. In Hannover haben wir das Anfang des Jahres 2003 erlebt, als uns ein Hochwasser auch die Grenzen unseres bestehenden Schutzes aufgezeigt hat. Und seitdem arbeiten wir intensiv an einer Verbesserung. Es geht aber insbesondere um einen Schutz derjenigen Stadtteile, die unmittelbar an der Leine und der Ihme gelegen sind. Also vor allem Ricklingen, die Calenberger Neustadt und andere Stadtteile.
Ein besonderes Thema ist in diesem Zusammenhang der Fluss der Ihme direkt auf Höhe des Ihme-Zentrums. Dort hat sich nämlich durch die relativ enge Bebauung so etwas wie ein Flaschenhals gebildet, und dieser Flaschenhals führt dazu, dass im Hochwasser-Fall sich enorme Wassermengen zurück stauen und andere Stadtteile gefährden. Deswegen kommen wir leider nicht drum herum, an dieser Stelle eine Erweiterung vorzunehmen. Ich weiß, dass viele Kritiker dagegen einwenden, dass damit das Abholzen von Bäumen verbunden ist. Leider lässt sich das nicht vermeiden. Ich sichere aber zu, dass die Neugestaltung dieser Fläche anschließend hohen ökologischen Ansprüchen genügen wird. Ich weiß auch, dass sich viele fragen, warum wir in der Stadt Hochwasserschutz betreiben müssen und es nicht geschickter wäre, am Oberlauf der Leine entsprechende Maßnahmen vorzunehmen. Nur leider ist es so, dass alle unsere Bemühungen sowohl beim Land Niedersachsen wie auch bei den Gemeinden südlich von Hannover nicht zum Erfolg geführt haben. Wir müssen schon mit hohem Aufwand bei uns selber schauen wie wir unseren Hochwasserschutz optimieren können. Dazu tragen die genannten Maßnahmen bei, für die ich um Verständnis bitte. Wir tun das wirklich nicht, weil wir daran eine besondere Freude hätten, sondern weil wir die Verantwortung haben, die genannten Stadtteile vor Hochwasser zu schützen.
