as far as I know, PROs (ASCAP,BMI,SESAC) do not pay writers/publishers for the sale of records, they don't even monitor record sales dude (Nielsen does that, ever heard of soundscan?). Royalties are only collected on behalf of writers for performance of their works, whether it be radio, tv, live perfs. or in eating and drinking establishments.

Al McCree is proposing that the US Gov. PAY royalties to the performers, not COLLECT royalties from the countries to which our product is exported. Harry Fox Agency is the primary source for licensing and collecting royalties. Fox has reciprocal agreements with most overseas mechanical-rights societies. This enables publishers to collect mechanical royalties through Fox in countries where they don't have subpublishers.

Bush and this present administration have not only broken OUR laws, and humanity's laws, but they have broken international laws on torture! They should ALL stand trial for the crimes they have committed against the American people, and against humanity! They have destroyed America's reputation in the eyes of the world, almost destroyed our military, and put our country in so much debt that our great grandchildren will be paying for it! Impeach and put on trial!
