The report is false & this is the wiki.org article of the incident. This should be in the info box of this video:
✈ No Survivors. All 4 crew members killed, no passengers or non-personnel onboard.
✈ A total of 23 people were killed, 4 crew, 19 landbound people.
✈ Aviator class Antonov An-12 approached the runway when:
✈ Twin engine failure on one wing that caused the craft to lateral roll fiercely.
✈ Failed to emergency ditch at sea, overshot and crashed.
✈ Cause of twin ENG failure unknown.
