It's not JUST to pass anti-terrorism legislation.If terrorism hadn't replaced Communism as America's Big enemy ( only because of 911) what would the defense budget be like today ? CIA budget? FBI budget? People wont pay for a huge military UNLESS they believe there's a Big enemy that makes it necessary. And they wont fight wars for oil.

Ever since the tragedy of Kennedy, the U.S. has been in a state of emergency
They knew that by sending the strongest signal once and for all, would bring the government of America to its knees and those who would not obey, they could take care of in the future.
Not until the entire U.S. population get their act together and cleaned up, there may be an American again. I hope.
