Kind of works like the banking system. You shelve out a certain amount of Tax Dollars out for the War on Terror, which supposedly corresponds to a certain amount of Terror actions.

Business only increases only with new Tax Dollars, so there needs to be a certain amount of more Terror ... and so on.

The latest bit of Legislation that opens up huge market possibilities in this aspect is exactly HR. 1955, since it widens the scope and Definition of Terror.

Considering the preventive measures that the Bill encompasses as well, it opens up new markets.
