While i'm not sure the exact year of it's inception, the commercial was recorded in the fall of 1989, during an episode of the Super Mario Brother's Super Show.

I'm here because I opened up a toilet duck today and i realized it smells exactly like this toothpaste. I forgot it ever existed until that smell reminded me of it.

I remember seeing this corny commercial for this horrible tasting toothpaste as a kid, liked it at the time..

I recall the version which added "And now available in a clear tube!" Wow, big whup, kiddies!
