Once upon a time, long long ago, when the LA basin was all dirt and plants the rains would saturate into the soil where the water would slowly be released into the various rivers in the basin thus the river/creek levels would take some time to rise (think days).
In the present with the basin all concrete and asphalt, the rain runs straight into the rivers and creeks and thus why they rise so rapidly from ANY rain (like in hours).

my dad told me before the river was concreted, when it rained and the river was flooded the river would sometimes go right through someone's backyard
