When a PIC program (hex file) is loaded into the EEPROM of Au Group Electronics BB0703 (PICkit 2), it can be used as a standalone programmer to program PIC chips, no PC is needed!!!
In this video a BB0703 (PICkit 2) has been used to demonstrate the PICkit 2 "Programmer-To-GO" feature:
1. A led running hex code has been downloaded to the BB0703 (PICkit 2) programmer
2. The BB0703 is then used to program a empty chip on a circuit board without a PC
3. The LEDs start running after the code was downloaded successfully.

Have you checked the config bits? things such as: osc and wdt setting, are critical to all programs. You should be able to check your the config bits on hex file with MPLAB.
